Costs of implementing film policy quadrupled in 15 years from 1 million to 4.3 million and the implementation of Dutch film policy has recently become more transparent. Annual reports state how many people are involved and what it costs. What is striking is that the regulatory burden has increased over the years. In 1985, an application consisted of approximately two A4 pages, while the applicant currently submits approximately 30 pages of substantive explanations for a realization application with another 60 pages of business information, not counting the many versions of the scenario.
